New Berlin Youth Futsal League

GENERAL RULES

  • There is no overtime, injury time, or stoppage time.

  • Teams are comprised of four outfield players and one goalkeeper.

  • The goalkeeper must wear a different color jersey than the outfield players.

  • There is no offside in futsal.

SUBSTITUTIONS

All substitutions are made on the fly, including goalkeeper substitutions. Referees will not stop play for goalkeeper substitutions.

RESTARTS

Kickoffs:

A goal may be scored directly against the opposing team from a kickoff. The ball is in play when it is kicked and clearly moves. A simple tap that does not clearly move the ball does not put the ball into play.

Kick-ins:

Kick-ins are indirect. The ball must be placed on the touchline, and the kick-in must be taken within four seconds.

If a kick-in goes directly into the opposing team's goal, the restart is a goal clearance for the opposing team. If a kick-in goes directly into the team's own goal, the opposing team is awarded a corner kick.

If the ball does not enter the court from the kick-in, or the kick-in is not taken within four seconds, the opposing team is awarded the kick-in.

Corner Kicks:

Corner kicks are direct. The ball must be placed within the corner arc, and the kick must be taken within four seconds. If the corner kick is not taken within four (4) seconds, the opposing team is awarded a goal clearance.

Free Kicks:

Free kicks may be direct or indirect. The ball must be stationary before the kick is taken.

Penalty Kicks:

Penalty kicks are taken from the penalty spot by a clearly identified kicker. Defenders must remain at least 16 feet from the ball and level with or behind the ball when the kick is taken.

FOULS & MISCONDUCT

Indirect Free Kicks:

  • Plays in a dangerous manner.

  • Impedes an opponent.

  • Prevents the goalkeeper from releasing the ball from their hands.

  • As goalkeeper, controls the ball for more than four seconds in their own half.

  • As goalkeeper, touches the ball again in their own half after releasing it into play before an opponent has touched it or the ball has gone out of play.

  • Commits another offense for which play is stopped to caution or send off a player.

Direct Free Kicks:

  • Kicks or attempts to kick an opponent.

  • Tackles or challenges an opponent.

  • Trips or attempts to trip an opponent.

  • Jumps at an opponent.

  • Charges an opponent.

  • Strikes or attempts to strike an opponent.

  • Pushes an opponent.

  • Holds an opponent.

  • Spits at an opponent.

  • Deliberately handles the ball

Accumulated Fouls:

Direct-free-kick fouls are accumulated separately for each team during each half. Beginning with a team's sixth accumulated foul in a half, the opposing team is awarded a direct free kick without a defensive wall. Accumulated fouls reset at the start of the second half.

Yellow Card / Caution:

The offending player is shown a yellow card. If a player receives two yellow cards during the same match, the player is shown a red card and sent off.

Red Card / Send-Off:

When a player is sent off, the offending team plays with one fewer player for two full game minutes. If the team concedes a goal before the two-minute penalty expires, a replacement player may enter the game. The player who was sent off must serve a minimum one-match suspension.

THE GOALKEEPER

  • Must wear a different color shirt than the outfield players.

  • May wear long pants and/or other padding deemed safe by the referee.

  • May receive a kick-in directly from a teammate when the kick-in results from the opposing team putting the ball out of play.

  • May kick the ball directly over the halfway line.

  • May score directly with their feet during the run of play.

  • May not possess or control the ball for more than four seconds in their own half.

  • May throw the ball directly across the halfway line.

  • May not score a goal directly by throwing or striking the ball with their hands.

  • May not touch the ball again in their own half after releasing it into play unless an opponent has touched the ball or the ball has gone out of play.
